Why Now

The audit requirement didn't change.

Federal agencies are required by statute to verify the correctness of their transportation bills (31 U.S.C. § 3726; 41 CFR Part 102-118). For decades, GSA's Transportation Audits Division performed that post-payment audit centrally for the entire government — reviewing millions of transportation invoices a year on agencies' behalf.

That era is ending. Through its November 2024 revision of the Federal Management Regulation's transportation payment and audit rules and a 2025 delegation of authority, GSA has shifted transportation audit responsibility to the agencies themselves — each agency now carries the duty to audit its own freight bills, adjudicate overcharges, and recover funds.

The obligation stayed. The centralized service went away. Agencies that never built an in-house transportation audit function now need one — or need a contractor who has spent decades doing exactly this work.
