Federal agencies are required by statute to verify the correctness of their transportation bills (31 U.S.C. § 3726; 41 CFR Part 102-118). For decades, GSA's Transportation Audits Division performed that post-payment audit centrally for the entire government — reviewing millions of transportation invoices a year on agencies' behalf.
That era is ending. Through its November 2024 revision of the Federal Management Regulation's transportation payment and audit rules and a 2025 delegation of authority, GSA has shifted transportation audit responsibility to the agencies themselves — each agency now carries the duty to audit its own freight bills, adjudicate overcharges, and recover funds.
The obligation stayed. The centralized service went away.
